Mrs. Booker provides management, organizational development, leadership, and special topic training for elected officials, managers, supervisors, and staff in state and local government throughout Georgia. She conducts needs assessments and a full range of management development training sessions for municipal, county, state and federal government officials. In addition, she facilitates meetings and retreats for both staff and elected government officials.

Prior to joining the Institute, Mrs. Booker spent more than 15 years in local governments in various management roles, including director of the equal employment opportunity program for the city of Columbus, Ohio. She co-authored the Ohio's Police Officers Diversity Training Program, a 20-hour program that was adopted by Ohio as a requirement of its police certification program. She also taught a diversity course at the Ohio Police Officers Training Academy.

Mrs. Booker is a certified mediator for the states of Georgia and Alabama. She also served as a mediator for Cobb County Municipal Court.
