cviog.uga.eduMr. Hardy provides legal and technical assistance to regional entities in Georgia and throughout the Southeast and to state agencies, local governments, and community groups. He is a member of the senior staff for the SouthEast Regional Directors Institute (SERDI), a professional development organization for the regional councils in the 10 southeastern states, and provides assistance to the Georgia Regional Development Association and individual RDCs. Mr. Hardy has worked extensively on most of the city/county consolidation efforts in Georgia and those in a number of other states. He is the author, coauthor, and editor of a number of publications, including Interstate Compacts: The Ties That Bind, Environmental Management Requirements for Stream and River Corridors, Compliance Auditing in Georgia Counties and Municipalities, Personal Liability of Public Officials under Federal Law, the Handbook for Georgia County Commissioners, and the Handbook for Georgia Mayors and Councilmembers.
