The State Financial Management Certificate Program's purpose is to ensure that state employees understand how to apply Generally Accepted Accounting Principles (GAAP) to the transactions and events that occur in a government environment. The program currently offers the Primary Governmental Accounting Series and governmental accounting update workshops.

For FY 2010, the Vinson Institute, in partnership with the State Accounting Office, is offering scholarships for the State Financial Management Program's traditional accounting classes that will provide participants the opportunity to attend at no cost. Registrations will be accepted through appointed scholarships only, and participants will be selected by their agency's chief financial officer. Registrations are reserved for those individuals that have direct responsibility for financial operations and state-wide financial reporting. Please contact your agency's chief financial officer for further registration information.

The Primary Accounting Series consists of four classes, two introductory and two intermediate governmental accounting courses. Both introductory classes are designed for governmental accounting paraprofessionals and accountants. The intermediate level classes are for accountants and senior level financial management personnel.

As participants progress through the courses, they learn increasingly complex accounting principles and concepts. At the conclusion of each introductory class, participants must successfully complete an examination. Participants who attend both intermediate courses take one comprehensive examination at a time separate from the courses themselves. Individuals who attend and successfully complete all four courses receive a certificate and are recognized in a graduation ceremony.
